Checklist
- Reconcile billed seats vs active users (exclude suspended if still billed).
- Identify shared mailboxes or aliases that do not need full licenses.
- Review former employees in archived or suspended state.
- Check Cloud Identity free users vs Workspace licenses.
- Document add-ons (Vault, enhanced security) on the invoice.
- Compare edition features actually used vs tier paid.
- List third-party apps with broad OAuth scopes (governance, not license count).
- Align renewal date with broader SaaS calendar.
